Nothing has changed since April: the CDC has no field, the FDA carves general-purpose chatbots out, the FTC's inquiry is a study, state attorneys general prosecute individual cases, Wikipedia's volunteers anonymize the dead, and the vendors publish prevalence but never mortality. The AMA asked Congress for an adverse-event registry seventy-nine days ago and has received no response.
This document is the first artifact of a proposal for what should exist instead. It aggregates one hundred and fifteen user stories from eleven personas, from the parent who lost a child to the vendor's legal counsel to the coroner submitting an official verdict, and asks whether the design covers what your work requires.
